Chief Executive Officer

Carl Shrom serves as Chief Executive Officer of Legacy Healthcare Services, where he leads the organization’s strategic direction and growth while advancing its commitment to delivering exceptional care and services to seniors nationwide.

A licensed Physical Therapist with more than 30 years of executive healthcare leadership experience, Carl began his career as a staff Physical Therapist in 1994 and progressed through operational and executive leadership roles before serving as Chief Executive Officer within the rehabilitation and wellness industry. Throughout his career, he has led multi-state operations, expanded service lines, driven organizational growth, and mentored healthcare leaders across the country.

Since joining as CEO in 2025, Carl has focused on strengthening Legacy Healthcare Service’s culture, advancing clinical excellence, and positioning the organization for continued growth and innovation. He is leading new and strategic initiatives focused on expanding Legacy’s national footprint, broadening service lines, enhancing customer and employee experiences, strengthening strategic partnerships, and developing innovative solutions that empower seniors to live with purpose, safety, and joy. 

An active industry advocate, Carl has served on professional and advisory boards supporting healthcare innovation, technology advancement, and legislative advocacy. He earned a Bachelor of Science in Biology and a Master of Science in Physical Therapy from Arcadia University and remains committed to advancing quality care, leadership development, and innovation throughout the healthcare industry.

Outside of work, Carl enjoys golfing, fishing, and gardening.
